Loeb was born on March 11, 1968, in Bethesda, Maryland, and grew up in Dallas, Texas. After graduating, she moved to New York City to pursue music professionally.
Her breakthrough came in 1994 with the single “Stay (I Missed You),” which was featured in the film Reality Bites. The song soared in popularity and quickly reached No. 1 on the Billboard Hot 100.
