Ex Teacher Recorded Students in School Theater Dressing Room —

A former Harper ISD teacher and assistant band director, Pedro De Luna III, has been arrested for the second time in connection with an invasive visual recording investigation involving minors.

According to the Gillespie County Sheriff’s Office, the case began on November 8th when a 15-year-old girl reported that she had been recorded without her consent in a bathroom at a Harper area home. De Luna was first arrested on a charge of invasive visual recording and was placed on administrative leave by the district before resigning.

During the investigation, authorities executed a warrant on De Luna’s digital cloud account and uncovered multiple additional videos of minors.

Among the recordings, investigators say they found footage taken from inside a theater dressing or changing room at Harper High School. Following these discoveries, De Luna was arrested a second time on December 5th and charged with three additional counts of invasive visual recording and three counts related to the possession, promotion or production of visual material depicting a child. His total bond has been set at $300,000.

The Gillespie County Sheriff’s Office continues to review evidence and has not ruled out the possibility of additional victims. Harper ISD released a statement noting that they acted immediately upon learning of the allegations and are cooperating fully with law enforcement.

It is impossible to read these details without feeling outrage. Recording minors in private spaces is not just illegal, it is predatory and an unforgivable breach of trust. The harm done to these students is real, and the full weight of the justice system should be brought upon the individual responsible.
