Toronto residents might notice a slight difference in their next energy bill in 2025, as changes to two separate charges officially went into effect on Jan. 1.
Changes to both delivery and regulatory charges on Toronto Hydro bills have been updated, as approved by the Ontario Energy Board (OEB), meaning you might see a slight increase in the amount you’ll be charged going forward.
Delivery charges cover the cost of delivering electricity from the generator to Toronto Hydro, and then to your home or business, and also include costs to build and maintain transmission and distribution lines, towers and poles, and to operate provincial and local electricity systems.
As of January 1, 2025, the Delivery Charges on your bill have been updated, as approved by the Ontario Energy Board (OEB). The OEB also announced that, as of January 1, 2025, changes to Regulatory Charges are in effect.

Some delivery charges are fixed at a set amount per month, while others are variable and increase or decrease depending on how much electricity you use, meaning that if you’re away from your home and your electricity use drops, your delivery charges might not decrease as much as you would expect.
Regulatory charges are the costs of administering the wholesale electricity system and also maintaining the reliability of the provincial grid.
Rate changes to delivery charges typically take place at the beginning of the year, while updates to the Electricity Commodity Rate usually occur in November.
The new rates will be automatically applied to your bill, and no action will be required on your part.
