Valor Hospitality, Accor Launch Six-Hotel Cluster in Dubai – Image Credit Accor
Accor, Valor Hospitality Partners and ICD (Investment Corporation of Dubai), the primary investment arm of the Dubai Government, have fortified their alliance with the debut of a six-hotel cluster in Dubai Deira Waterfront. This move is part of the Deira Enrichment Program.
Valor Hospitality Partners will manage the six-hotel cluster featuring 999 keys. The expansion consolidates three existing Accor properties under the banners of ibis Styles, Aparthotel Adagio, and Mercure, along with three new entities that will adopt the Novotel, ibis Styles, and Mercure brands in Dubai.
The cluster was officially inaugurated on April 1, 2025, responding to the escalating demand for quality midscale and economy lodgings. This move also expands Valor’s management portfolio in the UAE.
The diversified portfolio caters to varying traveler needs, with Adagio serving extended-stay customers, Mercure offering locally inspired experiences, Ibis Styles delivering design-centric affordability, and Novotel blending business with leisure.

The strategic agreement marks a significant milestone for all three partners, enhancing collaboration in one of Dubai’s most dynamic districts. With a surge in demand for midscale and economy accommodations, the portfolio is well-positioned to cater to a growing segment of travelers seeking quality stays at competitive prices. Accor operates over 290 properties in the Middle East across all its brands, with plans to expand further, adding +130 new addresses by 2028.
